Stormwater capital improvement projects currently underway within the Division of Sewerage and Drainage
Summary: Improvements will be made to ensure the facility fully complies with ODNR requirements. Construction is expected to begin by spring 2024 and will be completed by 3rd quarter of 2024. A virtual public meeting is anticipated to take place with notifications mailed to area residents in late spring 2023.

The Greenlawn Avenue Low Head Dam is owned and operated by the City of Columbus and is located just upstream of the Greenlawn Avenue Bridge spanning the Scioto River. The overall purpose of the Greenlawn Low Head Dam project is to develop improvements to ensure that the facility fully complies with ODNR requirements for regulated level II dams.
Construction is anticipated to begin in late fall or early spring 2024 and will be completed by 3rd quarter of 2024. A virtual public meeting is anticipated to take place in the second to third quarter, with notifications to be mailed out by the end of second quarter 2023. View the project area map(PDF, 3MB).
Financing is being provided through a below market-rate loan through the OEPA’s Water Pollution Control Loan Fund (WPCLF) Program. Prior to granting this loan, the Ohio EPA required a detailed submittal from the Division of Sewerage and Drainage to determine the project’s eligibility.

This project is a Consent Order project as identified in the Integrated Plan and 2015 WWMP Update Report needed to mitigate Combined Sewer Overflow (CSO) at the Markison CSO Regulator to a Typical Year Level of Service. This project will also mitigate potential water-in-basement occurrences in the Markison combined sewer basin up to the 10-year Level of Service.

Construction is expected to begin early in 2023 and be completed in late 2024. Most improvements are a result of complaints and discussions with residents and they will receive advance notice providing timing and contact info.

This project will address concerns of public safety, property damage, and nuisance caused by stormwater flooding roadways and yards. Storm drains and inlets will be added in proximity of historical flooding sites to divert water to the City storm sewer system. The improvements will take place in the areas of Coronet Drive, Ormond Avenue, Walmar Drive, Dawnlight Avenue, Framingham Circle, Northridge Road, Medina Avenue, and Oakland Park Avenue.
Construction is expected to begin in early 2023 and be completed in final quarter of 2024.
Each impacted resident will receive written notification from the City’s contractor prior to the construction work. The notifications will give information on timing of the work and contact information. Most improvements are in result to complaints and have been discussed with the affected residents.
Financing for this project is being provided through the Ohio Environmental Protection Agency’s Water Pollution Control Loan Fund Program with a below market-rate loan.

Sanitary Sewer CIP 650890-100000
The City of Columbus, Department of Public Utilities, Division of Sewerage and Drainage (the City) will provide sanitary sewer service to the residents of Meeklynn Drive in the Linworth Village area on the northwest side of the City of Columbus, Ohio. The proposed eight-inch diameter sewer will connect to the existing sanitary sewer along Olentangy River Road. This project is intended to eliminate the on-lot home sewage treatment systems (HSTS) currently serving the residents of Meeklynn Drive. The project plans are nearing completion and construction is anticipated to start early 2022.

This project will focus on Stormwater improvements with the primary area along Meeklynn Drive. New storm inlets and new storm sewer will be installed that ultimately discharge on the east side of Olentangy River Road at Kempton Run.
Pending final approval from OEPA, construction will start in spring 2022 and be completed by early 2023.

The combined Old Beechwold Area Stormwater System Improvements, Blueprint Integrated Solutions, Water Line Improvements, and Roadway Improvements project will construct 9,200 linear feet (LF) of 12” to 30” storm sewer and appurtenances, 2 bioretention basins, 9,400 LF of 6”- 8” water main and appurtenances, and repave roads. The project is a joint design and construction undertaking by the Department of Public Utilities (Division of Sewerage and Drainage, and Division of Water) and the Department of Public Service.
The project is located in Old Beechwold, in the Clintonville planning area, bounded by W. Jeffrey Place on the north, N. High Street on the east, Rustic Place on the south, and the Olentangy River on the west. The project will mitigate street and yard flooding, replace 100 year old water mains, improve roadways, and provide detention and water quality improvement to rain water that will be redirected from the sanitary sewer system by future Blueprint projects. Summary: Green infrastructure including bioretention basins, rain gardens, extended detention basin, and a porous parking area at the SMOC facility at 1250 Fairwood Avenue will improve water quality from storm runoff from the facility. Construction is expected to begin in 2025.
The Sewer Maintenance Operations Center (SMOC) Facility Stormwater Improvements project will construct green infrastructure (GI) including bioretention basins, rain gardens, extended detention basin, and a pervious parking area at 1250 Fairwood Avenue. View the project area map(PDF, 248KB).
The GI will provide detention and water quality improvement to storm runoff from the facility. Two fabric walled structures will be constructed over the facility’s dewatering and washdown areas as part of the project. Construction is expected to begin in first quarter 2025 and be completed by third quarter 2026.
