More accurate assessment of distribution of needs. Offer leadership programs to ALL kids. By kids voluntarily choosing to join a leadership team, the ones who want to succeed will be less likely to be delayed due to demographic disadvantages.

THINK GREEN!!! We need to improve Cota routes, and get them out to the suburbs, especially. Offer rider incentives (such as lower fairs for all college students who ride the bus to school, or gov't employees who ride the bus to work).
