Joyce Avenue Improvements, Phase 2, Project Construction Update-September 29
The south leg of the intersection
of Joyce Avenue and East 17th Avenue will close for 20 days,
beginning at 7 p.m., Friday, October 3, 2014, and re-open at 5 a.m., on Thursday,
October 23, 2014, weather permitting, to allow
for new pavement installation and storm sewer improvements. As the south leg of the intersection of
Joyce and East 17th Avenues is closed, the north leg of the same
intersection will re-open following a closure for
pavement installation and storm sewer improvements.
Some driveways and parking lot
entrances along the south side of East 17th Avenue between Billiter
Boulevard and Chancy Road immediately east of the intersection will be
temporarily closed between
7 p.m., Friday, October 3, 2014,
and 8 a.m., Saturday, October 4, 2014, as the transition to the closure of the
south leg of the Joyce and 17th Avenues intersection is conducted.
During the temporary closure of the
south leg of the intersection of Joyce Avenue and East 17th Avenue:
- Motorists traveling on East 17th
Avenue will be prohibited from turning southbound onto Joyce Avenue
- Motorists traveling on East 17th
Avenue will be able to turn onto northbound Joyce Avenue at the intersection
- Motorists traveling southbound on Joyce Avenue
south of East Hudson Street will be directed to turn eastbound onto East 17th
Avenue
For the closure of the south leg of the intersection of Joyce Avenue and East
17th Avenue, detours around the closure include:
- Beginning at the intersection of Joyce Avenue
and East 5th Avenue:
Eastbound on East 5th Avenue; northbound on Woodland Avenue;
westbound on Mock Road; northbound on Parkwood Avenue; and eastbound on East
Hudson Street to Joyce Avenue
- Beginning at the intersection of Joyce Avenue
and East Hudson Street: Eastbound East
Hudson Street; southbound on Parkwood Avenue; eastbound on Mock Road;
southbound on Woodland Avenue; westbound on East 5th Avenue to Joyce
Avenue
A temporary stop sign will be
installed for traffic at Joyce Avenue to stop at East 17th Avenue as
above-ground utilities work
continues in the intersection. The
utilities work includes installation of state-of-the-art fiber optic cable for
a new traffic light that will be installed at the intersection. The new traffic light is scheduled to be
operational on October 9, 2014, weather permitting. The traffic light upgrade is part of the
Joyce Avenue Improvements, Phase 2, Project.
The following work continues on Phase
2 of the Joyce Avenue Improvements Project:
- Traffic on East 17th Avenue between
Louis Avenue and Brentnell Avenue will be limited to one-way eastbound traffic
through November 17, 2014, weather permitting.
Westbound traffic will be detoured to East 5th Avenue, Hudson
Street and Cleveland Avenue.
- Two-way traffic on Joyce Avenue continues to be
maintained. At various times, Joyce
Avenue will be reduced to one lane open for two-way traffic for A T & T and
water line and storm sewer installation, Mondays through Fridays, with some evening
and weekend work are anticipated; all lanes open at other times
Construction on East 17th
Avenue during the project will require improvements where the roadway’s edge
meets individual residential driveways and business driveway or parking lot
entrances, resulting in brief closures of individual driveways or parking lot
entrances. Staff with the Department of
Public Service and the project’s contractor, Shelly and Sands, will work with
residents and businesses on an individual basis to coordinate access to their
homes and business during the construction work.
Motorists, bicyclists and
pedestrians are reminded to slow down in work zones and follow police officers
and flaggers’ directions.
Phase 2 of the Joyce Avenue
Improvements Project includes work on:
- Joyce Avenue between East 12th Avenue
and the northern edge of Maloney Park
- East 17th Avenue between Brentnell
Avenue and Billiter Boulevard
